Comprehensive Participation in International Cooperation on Nuclear and Radiation Safety: Building a Modernized International Collaboration System

From April 7 to 11, the Nuclear and Radiation Safety Center dispatched three delegations to participate in parallel meetings, including the International Nuclear Safety Advisory Group (INSAG) of the International Atomic Energy Agency (IAEA), the Forum of Regulatory Bodies for Small Modular Reactors (SMRs) and the Regulatory Track Toolkit Working Group Meeting under the Nuclear Harmonization and Standardization Initiative (NHSI), as well as the Occupational Exposure Management Information System-Industrial Radiography (ISEMIR-IR) Advisory Meeting.


The International Nuclear Safety Advisory Group (INSAG) serves as a high-level advisory mechanism under the IAEA, addressing forward-looking issues in global nuclear safety.  Mr. Yan Tianwen, Director General of NSC, as the newly appointed member, attended its 40th-anniversary meeting and delivered a keynote report. The Forum of Regulatory Bodies for SMRs and the NHSI are emerging mechanisms established by the IAEA in recent years to promote standardization and coordination for new reactor technologies. The NSC has actively engaged in these initiatives since their inception. And the ISEMIR-IR meeting, a long-standing mechanism, plays a critical role in optimizing occupational radiation exposure management and radiation protection across medical, industrial, and research fields.

 

Comprehensive Participation in International Cooperation on Nuclear and Radiation Safety
In 2024, the NSC organized 51 outbound delegations involving 73 personnel, hosted 11 inbound delegations with 57 international guests, and conducted 25 virtual bilateral or multilateral technical seminars and exchanges attended by 76 participants. As of 2025, the NSC has organized 11 outbound delegations (22 personnel), hosted 3 inbound delegations (6 international guests), and held 7 online technical seminars and exchanges with 24 participants.

 



As a key component of building a modernized regulatory system, the NSC has actively implemented leadership directives to establish a robust international cooperation framework. This includes participating in global nuclear safety governance, reshaping international legal and standards systems, exploring innovative collaboration channels, maintaining close ties with existing mechanisms, dispatching experts to international organizations, and piloting joint research projects. These efforts underscore the NSCs commitment to advancing nuclear and radiation safety cooperation worldwide.

 

 

Leveraging the IAEA Collaborating Center and China-Pakistan Nuclear Safety Cooperation Center
Since the establishment of the IAEA Collaborating Center on Nuclear and Radiation Safety and the China-Pakistan Nuclear Safety Cooperation Center, the NSC has conducted over 20 international activities, including training programs for foreign and Chinese experts, technical exchanges, and cooperative projects. These initiatives have engaged over 300 international counterparts and provided 940 training hours for seven Pakistani professionals in fields such as seismic probabilistic safety assessment, civil nuclear equipment regulation, nuclear facility supervision, near-surface disposal, and human factors engineering, etc. 

 



These mechanisms have yielded significant outcomes, supporting infrastructure development in emerging nuclear power countries, sharing China’s regulatory practices, and showcasing China’s achievements in nuclear safety governance.

Elevating the Global Profile of the National R&D Center for Nuclear and Radiation Safety Regulatory Technology

 

With active promotion and strategic planning by the Ministry of Ecology and Environment (National Nuclear Safety Administration), the National R&D Center for Nuclear and Radiation Safety Regulatory Technology has welcomed high-level visits including Director General and Deputy Director General of the IAEA, Director-General of the OECD Nuclear Energy Agency, Chair of the French Nuclear Safety Authority(ASN) , head of the Russian Federal Environmental, Industrial, and Nuclear Supervision Service (Rostechnadzor), and Director General of the UAE Federal Authority for Nuclear Regulation (FANR), etc. These engagements have significantly enhanced the R&D Center’s international influence.




Leaders of the NSC have emphasized international collaboration by presenting China’s nuclear energy policies, development plans, and legal frameworks at global conferences hosted at the R&D Center. They highlighted innovations in regulatory mechanisms, digital intelligence applications, and China’s commitment to strengthening international cooperation to address nuclear safety challenges with shared expertise.

 

In June, the R&D Center will host a large-scale IAEA Comprehensive Assessment of China’s Nuclear and Radiation Safety Regulatory System. Multiple NSC divisions are collaborating to prepare for this international peer review. Leveraging the R&D Base, the NSC will continue to pursue pragmatic international partnerships, advance technological innovation, promote China’s regulatory practices, and bolster its global leadership in nuclear safety governance.
